Elkins as Secretary of War. With stunning vignettes including the American eagle at top, and intact blue seal at lower left. Vellum document measures 15.75'' x 19.5''. A few tiny holes along one of the fold lines, overall very good to near fine condition with exceptionally bright vellum.
