Countersigned by Secretary of War Robert Todd Lincoln, the son of Abraham Lincoln. Arthur's prominent signature appears at lower right of vellum document, complete with blue seal and military vignettes. Measures 15.75'' x 19.25''. Shallow folds and light toning, overall very good plus condition.
