George Davis autograph letter signed as Confederate States of America Attorney General, datelined Department of Justice, Richmond, Virginia on 24 June 1864. In this interesting, lengthy letter, Davis writes to CSA Treasury Secretary Christopher Memminger on whether to pay Confederate Congressmen who have yet to take their seats. Letter reads in part, ''...I am of the opinion that the members elect[ed] to the House of Representatives of the second Congress who have not yet taken their seats are not entitled to draw any part of their compensation until their credentials shall have been passed upon by the House. By the Constitution the House is made the Judge of the election, return and qualifications of its members, and until the judgement of that body shall have been passed there is no authority in any officer of the Government to recognizing anyone a member...'' Two page letter on two sheets measures 8'' x 13''. Chipping, separation starting along fold line and semi-circular closed tear at mid-right. Very good condition. With interesting content on the legal framework of attempting to form a new government.
