The Nobel Peace Prize recipient writes to publisher Edward Bok, ''...I will agree to come a year from next February if you want me to do so. With the exception of my appearance at Philadelphia which is because of a promise made long ago to Senator Pepper, I do not expect to make any addresses out side of Washington while Congress is in session...[signed] Charles Dawes''.
