President Bill Clinton typed letter signed to Congressman Bill Young, thanking the Republican member for his bi-partisan vote on NAFTA, and expressing his concern over the political fallout of the trade agreement. Upon White House stationery, letter dated 17 November 1993 reads, ''...We have come through a difficult debate with many competing pressures. The historic nature of NAFTA and the intense feelings on both sides of the issue and on both sides of the aisle mean it would be best for the House and for our political system if this issue were not re-fought in the 1994 Congressional elections...I will do my utmost to personally encourage a campaign in which anti-NAFTA candidates will not use this issue against pro-NAFTA members, regardless of party, in the coming election. I do not believe that either party should benefit from exploiting the NAFTA issue in electoral politics, and I will personally discourage such NAFTA-related campaigning...'' 1pp. is signed ''Bill'' in black felt on White House letterhead.
